Sorry, but no as Public Mobile only offers roaming in the U.S.

TelCel has some very inexpensive talk/text/data packages that provide calling and text to most any Mx, US and Cdn number. TelCel sim is about $2.50 CAD and a 30 day talk / text plan with 3GB's data is about $15 CAD.
