My iPhone5S does not record voice mail . It just show up ' Fail " Please help

Do you mean that the phone itself doesn't record or that there is no message when you call your voicemail?

Try to reset your network setting:

Go to Settings → General → Reset → Reset Network Settings

Note: when you try this method, you will lose WiFi passwords.

I have reset Network setting still same problem, can not get messages or voice from incoming call.It marked call failed
