texting not working

I have a texting only plan with international texts.I have been sent confirmation texts and they are not getting to me.I tested by sending myself a text and it has said sending now for almost a half hour.I also tried again at getting my confirmation code from Paypal twice again and still not getting messages.

Did you just activate the sim?

Have you tried removing the sim and rebooting your phone?
