If I purchase the Canada - Us promotion plan of $40 / month will it matter if I am in Canada or Us when I call, text, etc. to Canada or the Us.? Or do I need to add on US roaming.

Calls, text, and data works if you are in Canada or the US... See the fine print here, which states this.

⁺⁺Whether in Canada or the US, this plan includes unlimited calling, text, picture and video and messaging to phone numbers within and between Canada and the US. Data can be used in both Canada and the US.

It's called a Canada-US plan because it services both countries.

If it's a Canada only plan, then you'd need to purchase a US Roaming add-on when needing services within the US.
