These offers are targeted offers. If she didn't get it, it's not meant for her. She can however, reach out to a CS Agent and see if they are willing to help her. Get her to log into this site and here's the link.

She's not on your account. Each person has their own accounts here at Public Mobile. If she didn't get the text, then she has to either log in to the forums here if she has a profile, if not, create one and then contact a CS Agent and ask politely.
