@Rpalmer- Unfortunately, the only roaming plans available are for the US. You can get an VOIP app like fongo that would allow you to call back to Canada.

To use a cell phone in Cuba, you can buy a SIM card there but it will be a different phone number. Is your phone unlocked?

Public Mobile only works in Canada and the United States (with the purchase of roaming add on). You can not use your Public Mobile in any other country. If you wish to use cellular services while you’re in another country, you can look at https://www.airalo.com/ for affordable data plans and then download an app like Fongo and pick a local number to where you currently live. They do however charge for texting. TextNow is free calling and texting. You can use both of these VOIP programs via WiFi or on a data only SIM card.

I use Fongo and local wifi for calls, you can also get a Fongo add on for texting. You can call forward your Public Mobile number to your Fongo number from your phone settings. Text forwarding requires another app.

@EdN has provide a good alternate ways, but instead of Fongo, use Textnow. Textnow has better voice quality and most importantly, text is free for Textnow, free for both inbound (to Canada/US) and outbound sms
