It depends what plan you have. If you have a Canada/US plan, then yes you can text a US number. However, your plan may not have international texting. You should check what plan you have to see if you have that option.

All of the current plans include that but some customers are still on Public Mobile plans that only include text messaging to Canadian phone numbers. There may even be some Public Mobile customers reamining on plans that don't include any text messaging services.
