For new customers? old existing customers? More deals for new activations.

Public mobile does offer monthly promo plans, but it can vary month to month. Kinda also depends on what the competition is offering also.

Overall, the plans have gotten cheaper over the years, with more faster data and data buckets being offered for similar and lower price points.

The best time for discount offers from all carriers is around Black Friday and Boxing Day.
