My texting does not work when I'm in Korea. My plan says that I have international texting?

Public Mobile only works while in Canada or in the US with a roaming plan.

What that means is that you can send/receive texts outside of Canada while inside Canada. You cannot use texting while physically outside of Canada or the US.
