the $34 40 GB plan is only for new activation and existing cannot subscribe that

Looks like it. Although they did have this promotion for current users on the Black Friday and CyberMonday sales. It went so far as a $34 for 50GB at 5G at one point, but in general the $34 for 40GB 5G was floating around quite a bit during that time.
