It might be a web browser issue that still thinks you are accessing your primary account.

I remember one account only can be linked with one credit card, you can not use same credit card under two different account, Fido, Telus do not allow that either

It should be able to. Is this a new credit card? Have you done a first transaction with it yet in a store? Some need that. Is the postal code the same one as your billing address? Can you search for your postal code in Google Maps and does it find it?
And yes, only do attempts per hour.

Adding - lol after all this time - two attempts.

All the above has been tried. I have now wasted yet another half day this time trying to send a message to Customer Service agent Angelo.

You haven't answered all the questions yet. So you tried incognito, different browser, cleared cache, two attempts per hour, checked postal code on Google Maps, same postal code as billing address.
And is this a Simplii card? Mastercard Debit.

Are you services working? There are other ways to pay so that you can at least have service.

In my experience, it has been more useful submitting new service requests rather than asking for help from Angelo.
