Long Distance - Cannot call Spain

I have 400 minutes of Intl minutes (including US & Canada) but when I try to call Spain, I get a message from Public Mobile that the number cannot be completed as dialed (+34 911 230 000)

@Bandolin1 Did you buy the international addon for the international minutes? If so, you're right Spain is listed in the supported countries. Just want to make sure you didn't buy one of the international mins addons.
