What's the exact message the phone is giving?

If you're getting "SIM network PIN blocked. Enter SIM network PUK." on a Samsung phone then you can call Samsung at 1-800-726-7864 and they will give you a code to unlock it. They'll want the IMEI of the phone in question.

If any of "SIM network unlock PIN", "SIM ME lock code NP", "SIM not Supported", "SIM locked", "Network Unlock Code", "SIM PUK code", "Network Control Key", "Master Unlock Code", "Network PIN" means that the phone is locked to a previous provider. You'll need to contact them to unlock the phone.

If any of "PIN unlock key (PUK)", "Enter PUK Your SIM cannot be accessed", "Locked SIM" then that can be helped by contacting support https://productioncommunity.publicmobile.ca/t5/notes/composepage/note-to-user-id/22437

Well here I am after an extensive conversation with Fido. All has been transfered and nothing is locked. They also added that normally the "SIM network unlock PIN" is provided by the carryer that sells you the SIM card. So here we are Public Mobile has sold me a sim card and are not providing the PIN number for the card. I opened a ticking simply asking to provide the network PIN number for the SIM card they sold me. The technical departement is giving me the run around instead if just providing the PIN. Now I am at 8 of 10 allowable tries. Nobody is actually helping. I can now say I will never recommend public mobile but still willing to be a customer. But how can you be a customer if they are network blocking you and not responding to resolve it.

In fact, it actually means that you can't use this SIM in the phone because it's locked to a different carrier (by a different carrier). Unfortuntaely, nobody at Public Mobile can help you with this. This is 100% a Fido issue (if that's where you were using the phone before).

I do not know who you are but you are responding very fast here. If you work at Public Mobile you should not be spamming misinformation on customers here. Phone is unlock it's not old enough to be locked in the first place and my accounts are spotless (everything up to date and paid for). So I would appreciate that if you are not able to help that do not post wrong information. It is not helping anyone to do so.
