Which plan are you on?

Plans must specifically say that you have US calling in order for you to able to call to the US. If you don’t have US calling then you can purchase an Add-On to call to the US here.

There isn't any way for anywhere here to know that information. Which plan do you have?

If your current subscription is a Canada/US plan then yes. Otherwise no. If no then you would need to buy roaming add-ons. If no then you can in fact receive real sms texts but not reply using real sms texting until that add-on.
