Lots of data but my text messages aren't going through. There is a little clock under the message and then it says sending failed

text sending has nothing to do with data (unless you are using iMessage on iPhone and not true SMS/MMS text) , it could be the network or the app itself

Try this, Reboot the phone first, click Reset All Networks or Reset Network Settings and try again. Try to send to more than one person and confirm

Also, if you are on Android, clear app cache and try again (sending to more than one person). If still fails, install Google Message and set it as the default app and try again

If Android, try adjusting Chat messages options.

tap Messaging app,
tap 3 little dots top right,
select Settings,
under Chat settings, scroll to "Select default messaging type",
toggle it to Automatic or Text/multimedia msg

For Apple, adjust the iMessage settings:

tap the Settings app,
tap Messages,
turn iMessage off by toggling the switch to grey from green.

are you using iPhone or Android? if you click on the Failed message, does it have a choice of "Send as Text" or resend? And you tested in another location?
