Sorry, you cannot call UAE using PM.

PM can only call small number of overseas countries and UAE is not part of it

Get LD calling card instead, or use app call like Whatsapp, FaceTime if your friends have the same app

Find a calling card that includes UAE and then use your phone to dial the toll free number to be able to call the UAE number.

UAE is not on a list for PM long distance.

@FemmyWhile UAE is not included with any of Public Mobile's own international long distance plans, some other options are:

TextNow app (works over mobile data or Wi-Fi): 25.8c/min
GoldLine prepaid long distance (buy as a calling card, or purely online) https://shop.goldline.net/daccess/rates.asp - 27-30 cents per minute.
Fongo mobile (similar to textnow) - seems to indicate 18 cents per minute https://account.fongo.com/calling/long-distance/
