I have 500 m,inutes of international call in my account, but can't make a call to France.

@Marjac you should be able to call with that add-on

please reboot the phone

and make the calls using this sequence

011 + 33 + City Code + Local Number.

The best for you to do is open Whatsapp Account with your MP smartphone. And now you can call the whole world for Free. I'm so happy with my Public Mobile Account for almost 15 years going strong.
