If I choose automatic payment, will Public Mobile's Public Points be automatically deducted from the monthly fee?

With Public points, you need to first reach 15 points and you have to choose to redeem the 15 points with $15 bill credit. No automatic redemption with Public Points

No! ONLY if YOU switch to points. Changing plans does not affect your current rewards either.

With the Public Points system you will earn 5% of your bill cost back as points if you have an autopay/subscription turned on. These points will just accumulate until you manually spend them on rewards, Once you earn 15 points you can redeem for a $15 Bill Credit.

@rabbisoft , this help article explains exactly how the points reward system works. If you are lucky enough to be on the old reward system DO NOT switch to the points reward system.
