      <description>&lt;P&gt;It's best to get details before making changes here.&amp;nbsp; Public is pre paid so if you make a change you will be automatically charged for the new plan unless you choose to &lt;EM&gt;change at your next billing date.&lt;/EM&gt;&amp;nbsp; This is &lt;EM&gt;&lt;STRONG&gt;not&lt;/STRONG&gt;&lt;/EM&gt; explained clearly on the website / change plan page.&amp;nbsp;&amp;nbsp;&lt;/P&gt;&lt;P&gt;You can ask for a refund but I doubt they will issue one.&lt;/P&gt;</description>
