I already had an esim card activated on my iphone, can i purchase a new physical sim card with same phone number to be used on my ipad or some devices? I just wanna to use the data function of the sim card to access the Internet on my ipad.

No. Just use hotspot off the phone.

each sim is registered to a separate account...you can't share accounts between 2 sims.

You can not share an account across multiple sims (esim or card).
If you have access to a device with a card then try putting it in the ipad and see if it works for data. If it does then you could start up a new account using a card and use it in the ipad.
