No charges to you for receiving international texts. Not sure about the other person, depending on their US plan.

you can receive text from people from other countries for free. and your plan also includes texting internationally while you are in Canada for free

you need to buy the $15 US calling add-on to call US

but you can also download VoIP app TextNow and use the app to make free calls to US

All text message you receive here are at no charge. With regards to your "someone" in the US, it really depends on their texting package if it includes free texting to Canada. If you're "someone" in the US doesn't have a texting plan that can send to Canada they will have to purchase one. But like @hTideGnow mentioned, if you both downloaded TextNow and used the TextNow texting, there is no charge for the service, but it may use data from your plans.
