Try to call yourself from another phone and press * and see if you can access

if Press and hold 1 does not connect you to Voicemail, go to the Dialer settings and set the voicemail access number there

you can set the number to 1-778-580-4001

or pick any number from here

place your phone on airplane mode, then acquire another device from a friend or family member.

Call your number, press the star button when you hear your voice announcement.

Enter your voicemail password.

Does that work?

This worked as a solution for me. I have now saved the Nova Scotia voicemail access number into the contacts on my phone and it works like a charm. Thanks everyone!

That's a workaround but it shouldn't be necessary to do it that way. The standard method of accessing voicemail is to long press the 1 key on the dialer. Somewhere down in the dialer settings should be the voicemail access number that makes that work. If you have an iphone it's a dial code.
