Are you asking if one phone line can be used on two phones simultaneously? Not it cannot. The closest you'll get to that is an Apple Watch type plan, but that isn't available in Public Mobile and still costs extra for the watch.

You can swap the SIM between the 2 phones but it is a hassle though.

Alternative solution, download TextNow app on both phones, pick a second backup number and login on both phones on the same account…both will have the same number but you need WiFi to operate.
