I can read all my text messages but for certain people I cannot send back a text message. Why?

maybe they are on different OS, like your are sending iMessage and they are Android?

or try to Reset All Networks

Does it work when you connect to WiFi?

Yeah, probably an iMessage or RCS issue. Make sure you set your messages app to fallback to SMS when iMessage or RCS aren't available.
