Sorry, but no they can't. Those minutes can only be used while you're in Canada.

no, you cannot, the international minutes are to be used to call From Canada

if you are in US, you need US roaming Talk/Text to call Canada and US

or if you want, use VoIP app TextNow to make free calls to Canada/US
