@Janetrose-70 sorry, International Long Distance minutes are to be used to call FROM Canada to other countries. Also, you can only used to to call selected countries from Canada, and Dominion Republic is not no the list

To call back to Canada from Dominion Republic for free, download VoIP app TextNow. You can use it to call Canada as long as you have wifi, or local mobile data

@Janetrose-70 No sorry PM only works in Canada and the US with US roaming add on . Your best bet is to get a local pre paid SIM card in your destination

you could download the free voip app such as TextNow and use wifi in DR to call most any US or Cdn number. Your calls and texts are free. There's free wifi all over DR now.
