Am I required to be in Canada while purchasing US roaming add on? OR would I be able to purchase US roaming add-on while I am already in US?

You can buy it via 611 or 1-855-4pu-blic or the website or the app and you can do so on the website or the app anywhere anytime.

Adding - and via the dial in in the US and Canada anytime.

You can, but I wouldn't recommend putting your credit card number in when on public wifi (e.g. free airport wifi). If you don't have access to private wifi you may want to load funds to your account at home, and then purchase the add on once in the US.
