Calling a USA phone that is roaming in Canada

My friend is visiting Canada from the US. So they connected to a Canadian carrier while roaming in Canada. I seem to recall that there was a prefix that could be input prior to entering a US phone number that allowed one to call without long distance charges from a Canadian phone.

Anyone?

When you need to call your friend with a US number., you need to use US addon minutes

But , download VoIP app TextNow and you can make calls to your friend using the app free
