@recaptcha are you existing customer trying to change plan? it is available at the plan change page

If you try to activate new account, you have to download the app and activate via the app and the $25 plan is there

$39 is a good deal, but some folks don't want to spend extra $$ to their monthly budget.

This, i am price sensitive i was considering the $30/3GB plan but not gonna happen now.
