Alcatel flip phone won't connect

I bought an Alcatel flip phone model 4044M for a spare phone and I can't get it to connect to public Mobile at all. If I scan all I find is Rogers 2G, I have it set to lte/hspa/gsm so it should pick up public mobile. It was on Eastlink before so it doesn't make sense that it doesn't even find Eastlink. I found an old thread that somone had the model M and it didn't work, only the model V works they said but nobody can explain why. I have factory reset it and restarted it with the public Mobile Sim card in it and nothing.

it is a Go Flip 3?

it should connect to PM 's 3G network , but won't be great for 4G

3G bands HSDPA 850 / 1700(AWS) / 1900
4G bands 2, 4, 5, 12, 25, 26, 41, 66, 71

did you check if the phone is clean?

@softech I checked it with that link and it says it's clean. It shouldn't be locked because it would ask me for a code. I read before that the 4044V works and the 4044M doesn't with public mobile but it doesn't say why

I did at the time but then I put in a Spanish SIM card over the winter (which worked fine) and when we came back I couldn't get the PM sim to work again. I'm ready to give up and buy a new phone.
