from experience with last upgrade, they could still be updating the site although it seems functioning for us.

The phone purchase web pages seemed to have been removed with the community revamp overnight. It is hard to say whether the option will come back or not. This service has evolved over time and seems to be changing more rapidly than ever. I guess for now, the answer is no.
