You can keep trying *611 or 1-855-4PUBLIC from any other phone, some people tested and it will connect eventually. So, keep trying and it might work

Try calling 1.855.4PUBLIC from another phone and enter your phone number. This is the same as using *611

Or you can also login to Self Serve My Account and pay that way
