Is there a package for global roaming with Public mobile? I need to get text messages while in Asia.

you need to use local data in Advance a, cheaper than roaming anyway. Use VoIP like TextNow for calls and text

If you are using an iphone then you can instant message (this is NOT sms) between idevices simply connected to the internet anywhere.

A bunch more work would be needed to forward texts to the mentioned voip app if you are so inclined. But replying would then look like whatever number you're replying from...not the Public number...unless you can spoof your number.

Indeed @schung , we've found that device to device RCS services work quite well (i.e. iMessage and/or Android chat) when both parties have either Wi-Fi access or data availability.

Saves on purchasing add-ons or SIM cards in countries outside Canada/USA.
