I just bought the usa roaming plan $20 . Do I have to activate it when I go to my account and plan add on I do not see it?

Refresh your browser and see if the US roaming is shown in the Plan & Add-on section. Also you will be charged so go to the Payment and see if you were charged.

If both are shown then go to the settings and see if roaming is enable then to cellular network and connect to T-Mobile.

It was activated when you bought the add-on. The 15 days started immediately. Click on the page refreshing arrow in Self Serve. If the add-on isn't there, log out and log in again using incognito mode.
