get a PM SIM card
ensure you have a credit card to do the activation
if moving number from another provider, get the account number of the other provider
decide what e-mail address you want to use for your PM username
click Activate at top of page

Try opening the Activation link using incognito/private browsing mode. Are you getting any error during activation process?
