What is the exact wording of the message displayed on the phone?

If you need the SIM card's PIN, it is defaulted to 1234 on on Public Mobile SIM cards. For PUK of the SIM card, you would need to contact Public Mobile by opening a ticket to a customer support agent. That's done using the chatbot. https://widget.telus.tiia.ai/publicmobile/publicmobile.html

@pbdougie If you need the code to unlock the phone, you have to contact the last provider it was used at.

If you need the sim card code, you'll have to ask a CSA from Public.

For an iPhone device, there's no such thing as a network unlocking code.
