I see public is offering a Black Friday deal with code 12months12gb. Is there a way for current customers to access this deal? Or only new customers?

That is for new customers only.

For existing customers you can make a plan change in self service at renewal date for the 15 GB plan for $40.

@rachelmay , if you are looking for a big gig plan, just login to the self serve account and switch to the $40/15GB plan. It is available to all customers. The 12GB bonus is only available for 12 months anyway.

Where can I find this "Upgrade" option under My Account? Or will it be available only on the day the system charges me for monthly fee?

Note...you can opt to Change Plan Now or Change plan on renewal date.

Change now means you pay now and your new plan starts rright away...but you don't get any pro-rating of old plan fees.
