How do you know you are still on "3G"? Have you conducted a speed test? Does your plan show up as the 4G plan in your PM account? Did you upgrade right away or set it to upgrade when the plan renews?

Remember that the only difference between "3G" and "4G" plans are the LTE data speeds with up to 3Mbps up/down and up to 100Mbps up/down respectively.
