understand that I will only be paying $40 + tax (even thought my old plan did not have data and was $33 monthly)

would like to make this happen earlier than December. can that happen w/o additional cost or do i have to wait....

You can Change Now ...but you'll pay now and lose any balance in existing plan...no prorating either.

Just wait until next renewal is my suggestion.
