Make sure MMS is turned on in your phone setting this setting is usually under the messages tab under your main settings of your phone depending what type of phone you have I hope this helps. If the settings were turned off turn them on then restart your phone problem should be fixed the same steps to work for iPhone to settings messaging turn on MMS and send by SMS

Picture message need data to send and receive.

If you mobile data is enabled and still cannot send and receive picture message, check the APN settings is correctly configured.

If you are using a LG phone, you need to reset the network setting before you data working again after changing mobile provider.

If you are using an iPhone and cannot send/receive picture message without WiFi connection, you need to enable the SMS/MMS settings under the iMessage app settings.

If you have an iPhone and are used to iMessaging pics......it’s different to text a pic to an android phone as mentioned....turn data on.
