I referred a friend to PM. When do I start getting $1 savings for this?

Did the referring account start before late January? If so then you should see the new referral $1 immediately and then that would would reduce your next renewal cost. If you signed up after late January then you would be getting 1 point that does save you money until you convert it.

@OakleyT you only joined couple days ago, right? If it is true, you will be on the new reward system

Login to My Reward site (https://www.publicmobile.ca/myrewards), you should see an increase of the number of Friend Referral within a week. You will be earning 1 Point every cycle. Together with your other points you earn, once you reach 15 points, you can redeem for $15 bill credit
