      <description>&lt;P&gt;I have been trying to make a payment for 3 days online.&amp;nbsp; It keeps saying technical difficulties when I try to pay online.&amp;nbsp; When I try to pay over the phone, it says its unable to process the transaction.&amp;nbsp; I have tried my Visa debit as well as my credit card and neither work(the app DID suggest maybe I dont have the funds as a solution, but I checked that of course)...now my plan is suspended and I cant find anyone to help me solve this&lt;/P&gt;</description>
