and buy it when you are in US.

Try to use Incognito mode or InPrivate mode

Or try to use a completely different browser , Edge/Firefox/Chrome

Last, you can try on another device as well

Is your account going thru renewal? If so you cannot add US Roaming add ons until after your renewal completes. If not you can also add US Roaming add ons thru the 611/IVR system or by calling 1 855 4PUBLIC and enter your 10 digit phone number. You can add funds from your card on file and/or purchase add ons by entering your 4 digit account pin # when prompted.
