Cannot change plans as they seemd disabled

I am on a Unlimited Talk to Canada and the US plan and want to change to the $35 Unlimited Canada-wide minutes + 3GB plan but it is disabled.

Please help.

@Gabb hi go into your account, plans go over to change plan and click on the down arrow it will take you to the 35 dollar plan

Did that and it did not work. I only have access to the $15 plan. I see the $25 and $35 plans but cannot access them.
