Did you recently purchased the iPhone 6 privately?

If so, you purchased the phone locked by a carrier other than Telus, Koodo or PM.

Go to Settings>General>About>Carrier Lock.

If it is unlocked, it will show No SIM restrictions.

If it locked, I will show the carrier name and you will need to contact them to have it unlocked.

No, it's my partners old phone. She does not remember 6 digit passcode.

Went thru how to wipe passcode with apple help thru itunes. Did not unlock it so will go thru a public mobile store to see if they nowere how. As of now

I have a new sim card but have not activated it yet.
