The plans are same all across Canada, Data and calls are Canada-wide. So, you just need to pick a phone number with area code belongs to St. John and they will charge you tax based on St. John's

And they don't really care your actual home location

Doing this might cause some people who call you to pay for long dsitance fees. Initially, it may also confuse some of the people who are contacting you.
