@randellmichell1 hi did you just activate an account you will need to contact your last provider for an unlock code if it's a samung phone you can contact them online or call there help line

Sounds like your phone is locked to another provider. If Samsung then they can get you unlocked. Otherwise you'll need the previous provider to do so.

"SIM network unlock PIN" is something you need to get from the carrier you originally bought the phone from.

Where you got the phone from ?

You'll need both of SIM Network Unlock PUK and SIM Network Unlock PIN. The first code removes the lockout of unlocking ability. The second code unlocks the phone so that you can use it at more than one carrier.
