I threw my SIM in to a burner phone for my bro who was in town for couple of weeks and had the same problem.

Tested the SIM in my original phone and all was well, then manually configured the APNs on the burner phone and it all started working perfectly.

One thing I did notice is that 3G is SLOW..... I wouldn't touch the 3G plans as the service was very unreliable compared to working on LTE.

It is most likely a phone issue, and not public mobile issue. what phone do you use? If it is a LG then more often than not you have to do a factory reset to get data working.
