Providers will blacklist a phone but it usually takes quite a long time as they will go thru the collections process first. Still its unlikely you will recover the funds unless the seller is willing to take the phone back and return your funds. Bring back up and choose a local "safe" exchange area under camera surveillance. Most cities have recommended buyer/seller exchange zones. Google it. Sorry this happened to you....&lt;/P&gt;</description>
