What about inbound calls? Can you browse to a web page not on wifi with cell data on?

@pgaogden - try restarting your phone and perform a reset of the device's network settings.

Are you an iphone user that uses iMessage?

If so, ensure SMS and MMS is enabled in the settings of your device.

If you are android, and you have Chat Features enabled, this requires wifi or data to be used to send/receive texts. So if you do not keep your data on normally, then I would suggest you turn this feature off.

Disable your Chat Features:

Open Messages
Tap More options > Settings > Chat features
Turn Enable chat features off

Your Data setting need to be enable along with SMS and MMS also need to be enabled for iPhones.

What phone are you using?
